Description of Job NOTE: This posting may be used to fill multiple positions. Candidates will be considered for the Performance Management Coordinator or the Performance Management Analyst role, depending on their experience. Department: Governor's Office of Operations
Position Title: Performance Management Coordinator or Performance Management Analyst
Full Time, 40 hrs/week Salary: Coordinator: $67,000 - $77,000 annually
Analyst: $70,000 - $80,000 annually
Term Limited: The position is funded through December 2026
Organizational Relationships: The Performance Management Coordinator or Performance Management Analyst reports to the Deputy Director of Operations for Performance Management, and possesses no supervisory responsibilities.
Summary of Functions : This position serves as office wide project support staff for the Governor's Office of Operations and Cabinet Affairs, including:
- Project Coordinator: Support for the execution of high-priority, time-bound initiatives or projects for the Governor's Office, to support effective operations of State government and the priorities of Governor Polis. These projects will include both proactive efforts to identify opportunities to make State government operations more effective and efficient, as well as efforts that are responsive to emergent needs identified by the Governor, Chief of Staff, and/or Director of Operations. (~60% of time, variable by week)
- Data Manager: Lead quality control efforts for all published data products of the office, particularly the Governor's Performance Dashboard, Operational Agenda Dashboard, and support the office Data Analysts in maintaining the performance management database (Salesforce) and data visualizations (Tableau). (~40% of time, variable by week)
A strong candidate will have excellent organizational and communication skills, experience coordinating various teams toward a shared mission, and demonstrate ambition to support organizational strategy.
Essential Duties and Responsibilities: - Lead and complete research assignments as directed by supervisor and leadership team.
- Support and deliver on project management activities as directed by leadership across State government, including enforcing timelines, verifying component completion, and writing summary memos or other updates
- Contribute to strategy and planning work, meetings, and other activities such as process improvement and other opportunities
- Lead quality control and data validation of all collected performance metrics
- Make outreach and follow up with Operations Advisors, agency reporting leads/data reporters, and partners from the Office of Information Technology and the Office of the State Planning and Budget to identify gaps and propose solutions
- Assist teams in other departments with data or reporting-related questions following both State reporting requirements
- Develop and implement procedures to ensure data accuracy, reliability, and security, in conjunction with OIT policies and all other State data requirements
- Update and maintain content published for the Operations website and incorporate the participation, when appropriate, of third-parties, including OIT, external vendors, and other external partners
- Identify and develop key statewide operational agenda metrics based on common core government activities.
- These metrics may fit one or more themes identified by Governor's Office leadership, e.g. customer service, human capital, procurement, contract administration, digital government, greening government, reducing our physical footprint, etc.
- Coordinate with State agencies and other Governor's Office divisions to efficiently collect and report operational excellence metrics on a standard cadence.
- Key skill sets which the incumbent will need to exhibit in this work include:
- Developing project plans such as project charters or scopes of work, objectives, timeline, deliverables, trackers, and success criteria that support organizational goals
- Proactively manage changes in project scope, identify potential risks, and devise contingency plans
In general, Performance Management Coordinator and the Performance Management Analyst may take on similar tasks, but Analysts are expected to do so with a higher level of autonomy. Performance Management Analyst tasks may also be more complex, urgent, or institutionally critical. Demonstrated skills for an Analyst will include:
- Strong analytical skills, including the ability to abstract key trends and issues from complex information, and resolve problems with the ability to look at issues from multiple angles and ideate solutions at both the conceptual and detail level.
- Mastery of concepts and processes related to statewide performance and change management
- Ability to independently lead complex projects or processes, including standing up new projects or processes
- Utilizing subject matter expertise and/or experience from past achievements to drive success in State initiatives
- Demonstrated ability to get things done without active engagement required from team leadership
- Proactively identifying operational, communications, or other issues within state government for team leadership, and recommending steps to address them
- Coaching and training other members of the team
Expected Annual Travel: None
General - Adheres to all health and safety policies in the planning and execution of activities
- Uses word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, schedules, and other documents related to projects
- Provides continuous effort to improve operations, streamline processes, and work cooperatively and jointly to provide quality customer service
- Participates in project teams as required
- Participates in and coordinates conferences and workshops
- Represents the Governor's Office and regularly interacts with Departmental Executive Staff
- Other duties as requested and required
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Qualifications: The incumbent in this role will contribute to the development of a culture of operational excellence throughout the executive branch by demonstrating the following attributes:
- A skilled project leader, who has a demonstrated ability to mobilize and motivate teams around shared goals, to set direction and approach in a complex and ever-changing environment, to make difficult decisions, and to deliver tough messages with grace.
- Strong analytical skills, with a sound understanding of statistics and ability to identify and use data to inform decisions and to make recommendations.
- Strong organizational skills, and self motivation to follow-up on projects, information, and issues until resolved.
- Empathetic and creative problem solver able to listen, understand, and lead various decision makers at all levels of state government in an emotionally intelligent manner.
- Enthusiastic about the power of performance management, data, and information to drive action toward positive outcomes.
Minimum Education/Experience: At least five (5) years of relevant experience. This may be exclusively work experience ORa combination of higher education, training, and work experience.
Performance Management Coordinators must demonstrate: - Five (5) years of professional experience in a related field
OR - A bachelor's degree and one (1) year of relevant work experience
OR - An associate degree and three (3) years of relevant work experience
Performance Management Analysts must have an additional one (1) year of highly relevant work experience, for a minimum of six (6) years of professional and/or educational experience.
